As a Scientific Lead, Dr. Harris supports Elevance Health’s Enterprise Analytics Core by using her subject matter expertise to support the development of research databases and research projects to inform the development of high-value, member-centered Medicare programs. Dr. Harris also supports the design, execution, and interpretation of externally-sponsored research projects.

Dr. Harris is a health services researcher and health economist with over 20 years of experience conducting research and program evaluations on behalf of public and private sector clients to promote accessible, efficient, high-quality, and patient-centered healthcare. Dr. Harris has extensive experience directing studies using a variety of approaches, including quasi-experimental impact estimation, propensity score matching, predictive modeling, machine learning, discrete choice modeling, reliability and validity testing, and data visualization.

Dr. Harris has led multi-disciplinary teams composed of economists, statisticians, measure developers, clinicians, epidemiologists, survey researchers, programmers, and other subject matter experts. Dr. Harris has hands-on experience designing, implementing, and evaluating alternative and value-based payment models tested by the Centers of Medicare and Medicaid Services’ Innovation Center. These models include the Comprehensive End-Stage Renal Disease Care Model, ESRD Treatment Choices Model, Medicare Care Choices Model, and the Rural Community Hospital and Graduate Nurse Education Demonstrations. Dr. Harris has published over 100 peer reviewed reports, monographs, and publications in high quality health services research, medical, public health, and health economics journals.
